Audit Wales – Easy Read Additional Learning Needs Report

April 2026 | A summary of findings about the Additional Learning Needs system in Wales.

We worked with Audit Wales to create an Easy Read version of their report about the Additional Learning Needs system in Wales.

The report looks at whether public bodies know if the ALN system is working well for children and young people. It explains how the system is meant to support learners with additional learning needs in schools, colleges, and other education settings across Wales.

The ALN system changed after a new law in 2018. It was designed to help services work better together and support each learner with an Individual Development Plan. The report shows the system is still under pressure.

Public bodies do not always have enough information about learners’ needs, staffing, costs, and outcomes. This makes it harder to understand how well the system is working and to plan and improve support.

Audit Wales recommends collecting better and more consistent information about learners, costs, staff, and outcomes. This would help make sure the ALN system supports children and young people more effectively now and in the future.

We also made a Welsh Easy Read version of the report. Both versions are digitally accessible and designed to work with screen readers and other assistive technology.
