Welsh Government – Easy Read From Hospitals to Homes

February 2026 | A report about people kept in hospital and what needs to change.

We were proud to work with the Stolen Lives Homes Not Hospitals Task and Finish Group to create an Easy Read version of their report.

The From Hospitals to Homes report explains how people with a learning disability and autistic people are wrongly kept in hospitals when they do not need to be there.

It looks at the problems that lead to people being kept in hospital. These include poor social care, lack of suitable housing, services not working together, and laws and policies not being followed properly.

The report sets out 8 key changes needed to help people move from hospitals into homes and communities, with the right support in place.
The report calls on the Welsh Government, health boards, and councils to act now so people can live safe, meaningful, and independent lives in their communities.

We also made a Welsh Easy Read version of the report. Both versions are digitally accessible for screen readers and assistive technology.
